In the Rostov region, developers will be required to create a social infrastructure

In the Rostov region, developers will not only build housing, but also create social infrastructure without fail. The head of the region, Yuri Slyusar, submitted the relevant bill to the Legislative Assembly for consideration. According to the innovations, if a developer builds 300,000 residential square meters (and more), such construction will be considered a large-scale investment project. The investor's responsibilities will include the planning of the territory and the creation of social facilities such as schools, kindergartens and clinics. At the same time, such developers will have a certain advantage – they will be able to lease land without bidding. Another important point: during the construction of the school, the investor will have to cover at least half of the costs, the rest will be financed from the local budget. The project documentation will be transferred to municipal ownership. Such changes will allow our cities to develop comprehensively – not just to erect concrete boxes and multiply queues at schools and clinics, but to create self-sufficient neighborhoods in which people will live comfortably. The bill will be considered at the next meeting of the Legislative Assembly on May 15. Earlier, at the construction forum "Steps.Growth", held in Rostov on April 18, the head of the region, Yuri Slyusar, noted that today housing construction on the Don is significantly ahead of the creation of social and engineering infrastructure and often violates the historical and architectural appearance of cities. The acting governor said that now all new construction in the region will be carried out according to uniform urban planning rules. The main one is the integrated development of territories, when, together with residential buildings, investors ensure the construction of social facilities and the creation of engineering networks, as well as transport accessibility.
