A draft on the register of agricultural lands was submitted to the State Duma
The Cabinet of Ministers of the Russian Federation has submitted to the State Duma a new draft law concerning the land register. According to the document, in the near future a state register will be created in the country, which will reflect information about agricultural land. The full text of the document can already be viewed in the corresponding electronic database – it appeared there in mid-August of this year.
Earlier, the Prime Minister said that such a register is necessary for Russia. It is expected that the data from it will be available completely free of charge – it is enough to send a corresponding request. Thus, investors will be able to independently search for suitable land resources for the development and implementation of their own projects in the agro-industrial sphere.
M. Mishustin noted in his statement that the register itself will allow evaluating certain plots for suitability.
What you should know about the new registry
According to the document, the new register will include data that is obtained in the process of conducting targeted monitoring of agricultural land. It is expected that the Ministry of Agriculture will be appointed responsible for maintaining a kind of database.
As a tool for performing this task, it is planned to use the system of appropriate state information support.
The text of the bill notes that the Ministry of Agriculture will also determine access to data. For local self-government bodies, as well as various state authorities, this access will be completely free, since I plan to store data in the register that is important for determining the main measures for land supervision. In addition, such supervision allows you to get information about how a particular territory is used in fact.
The information promises to be accurate, up-to-date and reliable, which is extremely important for determining the profile goals of land exploitation.
The Cabinet of Ministers assured that the creation and maintenance of such a register at the moment will not require serious costs, because the issue of budget financing of this event was not raised. This is due to the fact that there is already a working Unified federal information system in Russia, which contains information about agricultural land. The information from this system will be used to form a new registry, which will start working on March 1, 2022.
