The construction forum

In Rostov-on-Don, within the framework of the industrial construction forum "Steps.ROST" hosted a direct dialogue between the Governor of the Rostov Region and the region's leading developers. The event, dedicated to the celebration of the Builder's Day, became a key platform for the presentation of a new regulatory framework and the concept of integrated territorial development. Alexey Maralin, head of the Maralin luxury real estate agency, was among the invited participants.
The participants discussed the current state of the housing construction market, mechanisms for providing new infrastructure and the development vector of the Rostov agglomeration for the next decade.
A new vector of development: betting on an integrated approach
The main message of the forum is the transition from point—based development to large-scale, systematic development of territories. As noted in the speeches, the volume of housing commissioning in 2025 is projected at 4 million square meters, while the urban development potential of the region is estimated at 13 million square meters.
A key change in the rules of land use and development is becoming a strict requirement: housing construction is now allowed solely on the basis of lease agreements. The relevant changes have already been made to the Rostov-on-Don MANPADS, and by the end of this year they will be adapted for the territory of Bataysk, as well as Aksai and Myasnikovsky districts.
Support mechanisms and infrastructure commitments
A new financial support model has been announced to encourage investors.:
· Cost subsidization: Developers implementing CRT projects are planned to reimburse 100% of the cost of creating places in kindergartens, schools and clinics in excess of the minimum required. Compensation in the amount of 70% (for CRT) or 50% (for MIP) is provided for the creation of compulsory school places.
· Infrastructure contribution: A clear mechanism for calculating the burden on social infrastructure has been introduced. According to the Decree of the Government of the Republic of Uzbekistan No. 334 dated 04/17/2026, the standard cost of one place is: kindergarten — 2.4 million rubles, school — 2 million rubles, polyclinic — 4.268 million rubles.
· Simplification of procedures: Legislation establishes the possibility of a trilateral agreement (Government + municipality + landowner), as well as expanded the list of facilities (including networks up to 1000 mm and modular structures) that can be built without obtaining a separate building permit.
Geography of development: from specific sites to agglomerations
The government of the Rostov region has already concluded a number of pilot contracts for the construction of housing and communal services, among which are major projects in Aksai district (51 ha and 23 ha plots), as well as residential buildings in the center of Rostov-on-Don.
A strategically important step will be to consolidate the structure of the Rostov agglomeration in law. This will make it possible to synchronize the urban planning policies of Rostov, Bataysk, Aksai, Taganrog and surrounding areas, and identify a single core and points of attraction for inter-municipal management.
Among the promising sites for CRT with a total area of 340 hectares, the following were identified:
· The left bank of the Don River to the east of the rowing canal (100 ha).
· Territories along Khodosha Street (80 ha).
· The areas of Kumzhenskaya Grove (60 ha), Kovsh Bay (100 ha), Tachanka (80 ha) and Rynki (99.6 ha).
· The area south of the old airport "Porokhovaya Balka" (93.5 ha).
Market stabilization and new trends
The forum's analysts presented a forecast of the main stages of the housing construction market. It is noted that 2023 was the peak of extensive growth. The market is currently undergoing a correction (2024-1026) and is adapting to the new demand model in the face of the cancellation of mass preferential mortgages.
However, the market is expected to normalize by 2028. Housing prices will continue to rise, steadily outstripping the dynamics of cost. The key factor will be a reduction in the key interest rate, which will activate the long-term demand potential for primary housing.
It is noteworthy that against the background of these processes, the need for professional services is growing. According to Avito Real Estate, 70% of home buyers in Rostov use the services of agents, and the demand for the services of professional realtors (including the "Comfortable Deal" service) has increased 4 times over the year.
