Optional: Russians will be allowed to receive utility bills on Gosuslugi starting in 2027

Starting from September 1, 2027, Russians will be able to receive payments for housing and communal services through the Gosuslugi portal. This was announced by Sergey Kolunov, Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services.

The parliamentarian clarified that the transition to the electronic format will be voluntary - for this, the citizen will need to obtain the appropriate consent.

At the same time, traditional paper receipts will not go anywhere: they will continue to be delivered to those who do not give consent to the electronic version or belong to privileged categories of citizens for whom the mailing list is preserved.

Kolunov also added that management companies, housing cooperatives, resource supply organizations, and other service providers will be able to upload payment documents to the system. To do this, they will need to conclude an agreement with the system operator, and the government will determine the procedure for working with and downloading data.
