Real estate by face and voice: the first digital transactions began to be registered in Russia

The first real estate transactions using biometrics have been launched in Russia

Since the beginning of July 2026, a new digital real estate registration mechanism has been officially launched in Russia — the first such transactions have already been registered. The innovation is valid on the basis of Federal Law No. 133-FZ, adopted on June 7, 2025.

The pioneers of the new order were the residents of the Samara region. They applied for registration of the transfer of rights to an apartment in Samara through the personal account of the Gosuslugi portal. The procedure involved the biometric data of the parties and an enhanced qualified electronic signature (UCEP).

Employees of the Samara Department of Rosreestr accompanied the applicants, providing them with full consulting assistance.

As explained by Maxim Smirnov, Deputy head of Rosreestr, the agency is consistently expanding the use of digital solutions in public services. The new service is integrated into the "Real estate Acquisition" scenario on "Public Services". The unified biometric system identifies participants by face and voice, comparing them with reference recordings. Biometrics is used in conjunction with the UKEP, which enhances the protection of the parties in remote transactions. It also significantly saves time and resources, especially if the seller and buyer are located in different regions of the country.

The service was developed by Rosreestr together with the Ministry of Finance, the Center for Biometric Technologies and the Analytical Center under the Government — as part of the "State for People" project.

Previously, in order to carry out such electronic transactions, it was required to first enter a special note in the EGRN about consent to registration using electronic documents. Now, thanks to Law No. 133-FZ, it is possible to send documents for registration without it, provided that they are certified by the UKEP, and the identity of the copyright holder is confirmed through a biometric system.
