The Ministry of Labor has changed the rules for issuing a certificate for matkapital
The rules for issuing maternity capital have changed. Now those who gave birth to a child in another country and then moved to Russia and received citizenship will not be able to apply for the subsidy. The relevant order of the Ministry of Labor came into force on May 13.
The document amends the paragraph of the rules, which lists the requirements for candidates to receive a subsidy. According to the innovation, the words "having citizenship of the Russian Federation" (in relation to children) were changed to "having acquired citizenship of the Russian Federation by birth." The wording "citizens of the Russian Federation" (in relation to parents) was changed to "persons who have citizenship of the Russian Federation on the child's birthday," follows from the order of the Ministry.
The law on new requirements for the recipients of the mother capital came into force in January. The document prepared by the Ministry of Labor brings the rules for granting subsidies in line with the amendments. Those who gave birth to a child in another country, and after that received a Russian passport and came to Russia, will not be able to claim the payment.
Recall that in 2024, the amount of maternity capital for the first child is 631 thousand rubles. The amount of the subsidy for the second child is 834 thousand rubles.
