Amendments to the law on cadastral value are already in effect
Amendments to the law on calculating cadastral value were approved by V. V. Putin — the changes came into force on August 10, 2020.
It is almost impossible to overestimate the importance of cadastral valuation: the amount indicated by experts determines the amount of real estate tax, whether it is a land plot or a house. Sometimes it happens that the owner of the property learns about the increase in the cadastral value, respectively, an increase in taxes, and objects. Previously, it was possible to appeal the increase in the cost only through the court or the Federal registration service, while the Agency was forced to form a Commission to review / adjust the evaluation results. At the same time, most of the requests were resolved in favor of the property owners, which indicates that the appraisers performed their duties in bad faith.

Amendments to the law provide for the approval of personal responsibility of officials for mistakes. Officials will be penalized if they find that the assessment results are improperly overstated. An appraiser who makes a mistake can be suspended from work and even dismissed from the Agency — but if the error is confirmed in court. it is also possible to challenge the results of the state cadastral assessment without excessive red tape, now it is not necessary to go to court. You can write a request and send it to the MFC. Rosreestr will publish statistics on violations every Year, which should motivate state budget organizations to take a more responsible approach to their work.
Moreover, the cadastral assessment procedure will be supervised and regular inspections will be organized.
What changes should we expect in the near future?
Starting from January 1, 2022, the list of data provided by Rosreestr for cadastral assessment will be expanded. From this point on, organizations will be able to get data on transaction prices and the border register. In 2022, it is planned to conduct a state cadastral assessment of all land plots in Russian regions, and in 2023 — an assessment of capital buildings. These measures will make it possible to update the tax base.
