The State Duma approved the mandatory creation of house chats in the MAX messenger for management companies

On December 16, the State Duma of the Russian Federation passed a law obliging management companies (CC), resource supply organizations, and regional solid municipal waste management (MSW) operators to use chat rooms in the MAX messenger to interact with residents of apartment buildings. The document establishes that these structures should organize and communicate with the owners through special house chats. Thus, in Russia, a single channel of communication between housing and communal services and residents is legally established. According to the new regulations, key organizations in the field of housing and communal services will be required to provide information, receive appeals and promptly respond to them through the platform of the state messenger. Earlier, on November 12, the Minister of Construction and Housing of the Russian Federation, Irek Fayzullin, at a meeting of the Council of the Federation Council, instructed to ensure the creation of chat rooms for each apartment building in MAX by the end of 2025. According to his estimates, this decision will affect about a million homes across the country. However, as explained by Vladimir Koshelev, first deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, this instruction was advisory in nature in the absence of a legislative framework. He noted that the very term "house chat" had not previously been fixed in the law, which made it impossible to make their creation mandatory. The law adopted by the State Duma eliminates this legal uncertainty and introduces clear requirements for the organization of such interaction.
