The Ministry of Architectural Policy is planned to be established in the Rostov region.

The authorities of the Rostov region are considering the possibility of creating a ministry of architectural policy and agglomeration development. This was announced by Acting Governor Yuri Slyusar. According to him, the new department will form an architectural concept for the region that takes into account the historical appearance of not only Rostov-on-Don, but also other cities. If established, the ministry will be supervised by Deputy Governor Vladimir Revenko, who is responsible for the construction industry and housing and communal services. The Rostov region intends to follow the path of integrated territorial development in urban planning policy, Acting Governor of the region Yuri Slyusar said at a meeting with reporters. "We have something to work on here in urban planning policy, despite the impressive pace of construction. In my opinion, there is a desynchronization of planning processes for the development of transport infrastructure, network facilities, social infrastructure and the construction of apartment buildings in the region. We need to follow the path of integrated territorial development," Slyusar said. It should be recalled that since December 1, 2024, the issuance of permits for the construction of multi-apartment buildings in Rostov-on-Don has been suspended. "As for the resumption of their issuance, we have a six-month deadline set by law to bring our regulatory framework into line. We will probably take a break during this period, and only those urban planning documents related to the implementation of projects will be issued. I think that earlier than in six months, we will not take into account the results of the analysis of the issuance of building permits," the head of the region added. "On the one hand, the market is not very favorable for this right now, on the other, we have already rebuilt a lot, and more housing has not been sold. At the same time, we have also issued a large number of building permits to those who have not yet started construction. I do not see any catastrophe in the fact that the region will not issue permits for the construction of apartment buildings. It takes time to bring everything to a systematic development," Slyusar stressed.
