The State Duma Committee approved the idea to extend the dacha amnesty until 2031
Until recently, it was planned that the simplified procedure for registering ownership of country houses and adjacent lands would be in effect until 01.03.2026. However, the State Duma Committee on Legislation and State Construction recommended approving in the first reading a bill aimed at extending the so-called dacha amnesty for another five years, until 03/01/2031. According to the bill, in order to formalize the rights to a land plot and a house located on it, a citizen needs to submit a single application to a local government body. The application must be accompanied by a document confirming the ownership of the house
— this may be an agreement on connecting the facility to engineering and technical networks, on payment for utilities, an extract from the household book and some other documents.
This is not the first time that the validity period of the dacha amnesty has been extended. At the end of 2020, it was decided to extend the deadline for the simplified procedure for registering property rights to suburban facilities for five years — it was planned that all this time citizens could enjoy all the benefits of the simplified procedure for registering land plots and residential garden houses that were built before the date of entry into force of the Urban Planning Code, that is, until 14.05.1998.
The dacha amnesty can be used not only by the owners of the relevant objects, but also by the heirs of these owners.
The dacha amnesty came into force in 2006, and during this time, more than 14 million citizens have used the simplified procedure for registering rights to dacha and residential buildings, land plots, and household objects. But not everyone who would like to exercise their right had time to do so, so it was proposed to extend the term by another five years.
Interestingly, the Rosreestr had previously proposed the idea of reforming the dacha amnesty, as a result of which it was planned to simplify the registration of the rights of owners and heirs to land plots according to old-style documents. In addition, there was a proposal to make the dacha amnesty indefinite. Currently, there is no question of the indefinite duration of the dacha amnesty, but the decision to extend the simplified procedure for registering property rights to land and private houses has already been made, it remains to wait for its confirmation. So if you want to simply register your ownership of a country house and a land plot, but for some reason did not have time to do this, you will still have time until 2031.
