The State Duma banned the seizure of land and cars from large families for debts

The State Duma of the Russian Federation approved in the third, final reading a bill prohibiting the collection of debts at the expense of land allotments and cars belonging to large families. This measure is designed to strengthen the legal protection and social guarantees of this category of citizens.
The deputies of the State Duma completed the consideration and adopted the final version of the law amending Article 446 of the Civil Code of the Russian Federation. The initiative, previously sent to the parliament by the Russian government, expands the list of property protected from recovery by court decisions.
According to the new regulations, land plots that have been allocated to large families free of charge are protected from confiscation. In addition, for families raising three or more children, immunity from the seizure of the car is established, provided that this vehicle is the only means of transportation available to them.
The authors of the legislative initiative emphasize that the adopted amendments are aimed at improving the mechanisms of legal support and increasing the level of social protection of large families in matters of property disputes.
Current rules: what property of the debtor is inviolable.
To date, the wording of Article 446 of the Civil Code of the Russian Federation protects the following list of property from recovery under executive writs:
The only housing of the debtor and his family members (except for objects in mortgage pledge).
The land plot on which this only housing is located (also does not apply to mortgage land).
Outbuildings and other buildings located on this site.
Special purpose property: a car or other vehicle necessary for a disabled person to move.
Items of ordinary home furnishings and household items, items of individual use (clothes, shoes, etc.).
State awards, commemorative and honorary badges awarded to the debtor.
Food and money for a total amount of at least the established subsistence minimum.

At the same time, in early 2026, another bill on the support of large families was submitted to the State Duma for consideration. He proposes to supplement Article 39.5 of the Land Code of the Russian Federation. The initiative is aimed at obliging the authorities to provide the areas allocated to large families with the necessary infrastructure - access roads and basic communications.
The developers of this project are confident that this measure will allow parents with many children to avoid significant financial costs for connection to networks (electricity, water, etc.), and will also encourage them to start land development and housing construction faster.
