The State Duma adopted the law on a single customer in the construction sector

The creation of a single customer is an innovation that will reduce the construction time, increase the efficiency of investments on the part of the state, and minimize the risks of unfinished construction. The bill was developed by the Ministry of Construction — the new company will distribute contracts over the next three years for 300 billion rubles. But about everything in order.

In the State Duma, in the third reading, a law was adopted providing for the creation of a public law company — we are talking about a single customer in the field of construction of capital objects.

The draft law "On improving the Efficiency of using Capital Investments in Capital Construction projects using Federal budget funds" can be found on the federal website of draft legal regulations.
The main function of a single customer is the distribution of state contracts for the construction of various facilities, including social ones. In addition, a single customer will take part in the preparation of proposals on the need to include a particular object in the federal investment targeted program, on the need to make changes to it.

Such an innovation will optimize the construction time, reduce the risks of unfinished construction to almost zero, and public investments will be as effective as possible.

It should be noted that we are not talking about all construction projects, but only about those whose construction is carried out at the expense of the federal budget. But there is also a very large list of exceptions — a single customer will not control the construction of Roscosmos and Rosatom facilities, defense, foreign policy, security, and transport infrastructure.
It is assumed that a single customer will be created during the transformation or unification of state institutions that perform the role of a state customer, and today are under the jurisdiction of different ministries.

The Government will determine the list of these institutions, and it will be available later.

The company will be established before January 1, 2021, will be located in Moscow, its founder-the Russian Federation. It is planned that the CEO will be appointed for three years, the selection and approval of candidates — for the government. The company will distribute funds from the federal budget, while the government determines the direction of spending.
