Rostov was and remains a city with a high construction attractiveness.

At a meeting of the Investment Council held by the Governor of the Rostov Region, Yuri Slyusar, the results of 2025 were summarized. The volume of investments in fixed assets reached 812.4 billion rubles, and the physical volume index was 100.5%. The Minister of Construction of the Region, Sergey Kuts, reported that 2.763 million square meters of housing were built in the Don region in 2025. In the first four months of 2026, more than 740,000 square meters of housing were built. The governor emphasized the importance of the construction industry for the economy and related sectors. Yuri Slyusar stated that the implementation of the 2025 plan is not just a formal indicator, but a significant economic factor. This momentum needs to be maintained. Rostov remains a highly attractive city for both multi-unit and individual housing construction. Therefore, further progress is necessary. The Head of the Region also pointed out the importance of working with resource-supplying organizations on the issues of technological connection, in terms of cost and timing, as well as the need to reduce administrative barriers and simplify access to engineering networks. Despite the significance of these measures, the basis of urban planning policy remains unchanged. The Governor emphasized that the main requirements are and remain a good architectural appearance based on historical and cultural traditions, as well as the creation of social infrastructure in parallel with the implementation of multi-apartment housing projects. Several integrated development projects are being implemented in the region, including in the Novy Rostov microdistrict. Developers are constructing modern residential complexes with social infrastructure facilities. Two investment projects were also presented at the meeting. The first project is by Avangard in Shakhty, which involves the production of non-woven fabric called "Vetlade" with an investment of 1.06 billion rubles, creating 40 jobs with an average salary of 70,000 rubles. The second project is an oil extraction plant in the Millerovsky district with a capacity of 600 tons per day. The investment will amount to 5 billion rubles, and 80 jobs will be created with an average salary of 60,000 rubles. The project is scheduled to be completed in 2027.
