The first meeting of the construction staff was held in Rostov-on-Don. It was conducted by the head of the region, Yuri Slyusar.

The discussion was attended by representatives of the regional Ministry of Transport and the Ministry of Construction, as well as experts in the field of architecture and urban planning. The future of the Rostov agglomeration was discussed at the meeting. Yuri Slyusar said that it is necessary to take a new approach to urban planning policy. In order for the city to develop, we need a clear concept that will be combined with architecture. Special attention was paid to the center of Rostov. There are pedestrian zones to be built so that people can walk, relax and enjoy the city. "There are only two pedestrian streets here — it's not enough. We need to create more such spaces so that citizens can comfortably walk, relax and enjoy the atmosphere. Ancient buildings require careful care, restoration and support. They contain the soul of the Don capital. And let's not forget that the preservation of historical heritage is not only a tribute to the past, but also a contribution to the development of tourism," Yuri Slyusar wrote on his TV channel. "A beautiful historical center. And we have historical buildings that you can do whatever you want with. Make up if you want, don't make up if you want. An amazing story! If you treat the historical part, it is not your right, but your duty to maintain the facade in a standard condition, and in accordance with the historical appearance," said Yuri Slyusar. The environmental situation in the left-bank part of the city was discussed separately. The ecological balance needs to be maintained there. In the near future, work will be carried out to improve the environment. The head of the region said that Rostov will become more beautiful and more comfortable to live in. At the same time, it is important to preserve the uniqueness of the city. Another task is to develop unified urban planning approaches for the Rostov agglomeration, and especially for Rostov–on-Don. Yuri Slyusar recalled that he was waiting for the results of the analysis of the construction permits already issued, and identified new approaches in this area. Urban planning policy should be decisive when making decisions about construction within the city limits, taking into account the real need for certain social facilities, park and pedestrian zones, parking lots, roads. In addition, it should emphasize the uniqueness of Rostov, the authenticity of the city and traditions, the head of the Don region emphasized. "Please build, we're all for it. But it should be nice and convenient. And it should meet people's needs, it should be linked to networks, transport interchanges, and so on," Yuri Slyusar explained.
