Школа с бассейном и парки вместо взлетной полосы: высокие гости оценили «Новый Ростов»

Within the framework of the district forum of the United Russia party, dedicated to housing construction, First Deputy Chairman of the Federation Council Vladimir Yakushev and Deputy Prime Minister of the Government of the Russian Federation Marat Khusnullin visited the site of one of the most ambitious projects in the South of Russia - the New Rostov microdistrict. The company of the high guests was made up of the Plenipotentiary of the President in the Southern Federal District Vladimir Ustinov, the acting governor of the Rostov region Yuri Slyusar and the head of the DPR Denis Pushilin.

The delegation got acquainted with how a fundamentally new approach to urban planning is being implemented on the territory of the former airport of the Don capital. Yuri Ivanov, General Director of YugStroyInvest Group of Companies, acting as an investor of the project, conducted a tour for the guests and presented the scale of the construction.

Residential quarter as a model of a new philosophy

Federal guests were particularly interested in the "Smartpolet" quarter - the first implemented residential area within the borders of "Novy Rostov". Of the 17 planned houses, 15 have already been handed over, the remaining two are at the final stage of readiness. The quarter, designed for 4 thousand apartments, is in high demand: most of the housing was sold out at the construction stage.

The main feature of the development is modern urban planning standards: courtyards closed to cars, variable number of floors and well-thought-out areas for recreation and sports. As Yuri Ivanov emphasized, the territory of 370 hectares is being built up comprehensively:

- The total volume of housing will be 1.8 million square meters.

- 14 squares and two large parks will be built on an area of 36 hectares, and the total area of landscaping will reach 85 hectares.

- The project provides five sports and recreation complexes for sports.

"Housing is for man": emphasis on the social sphere

The key topic of the visit was compliance with the main principle of "United Russia": housing construction is inextricably linked with the construction of social infrastructure. Vladimir Yakushev reminded that it was the law on integrated development of territories (CRT), developed with the participation of the party, that allowed to bring the industry to a new level.

"Developers are now committed to creating a comfortable environment with a developed infrastructure. Schools, kindergartens, polyclinics should appear together with housing so that new districts develop holistically. This is fully consistent with our people's program: housing is for a person," Vladimir Yakushev said.

An example of this approach was a school for 1,100 places, which has already been transferred to municipal ownership. The educational institution, equipped with the latest technology, will open its doors for students on September 1. The impressive equipment includes not only standard classrooms, but also its own swimming pool with an automatic filtration system, assembly and sports halls, a gym, a stadium with treadmills and even an amphitheater.

Not far from the school there is already a kindergarten with 200 seats, which accepted the kids last September. The construction of social facilities is gaining momentum: a kindergarten for 300 places is being built in the "Estet" quarter, and a school for 900 students is being built in the "Dvizhenie61" residential complex. In total, "New Rostov" plans to build 11 kindergartens and 6 schools.

Dialogue with residents and strategic conclusions

During the trip, the delegation talked to the new settlers. A young family from the residential complex "Polet" shared their plans for the birth of a third child. According to parents, the neighborhood is developing as a full-fledged "city within a city", where everything you need is within walking distance, which inspires confidence in the future.

Deputy Prime Minister Marat Khusnullin highly appreciated what he saw, calling the law on CRT the most useful in the construction sector.

"We developed this mechanism together with United Russia and launched it in the regions. Today, on the example of Rostov, we see his perfect work. A beautiful neighborhood on the site of the old airport is a standard when housing, kindergartens, schools and parks are not built separately, but comprehensively," Marat Khusnullin emphasized.

Acting Governor Yuri Slyusar, in turn, noted that the successful implementation of the project became possible due to systemic changes in regional development control. The Ministry of Construction of the region received additional powers, and the Urban Planning Council was created for strategic planning, which allows to replicate the successful experience of "New Rostov" to other territories.
