Integrated development of territories: how the construction policy of the Rostov region will change in 2026

The Governor of the Rostov Region, Yuri Slyusar, outlined key benchmarks for the region's construction industry at a reporting meeting of the regional Ministry of Construction. The main vector is the integrated development of territories (CDT). The task has been set to increase the share of housing built as part of a comprehensive development to 90%. For this purpose, a large-scale adjustment of the rules of land use and development is planned. The new approach should give additional impetus to the industry, which, despite the difficulties of 2025, has demonstrated steady dynamics. At the moment, the drafts of five agreements on CRT in Rostov and Aksai are being worked out. The total volume of housing for them will be about 500 thousand square meters. meters. In addition, negotiations are underway on the development of large sites, including 100 hectares on the left bank of the Don. At the same time, the region has tightened its approach to the selection of developers. Priority is now given not only to volume, but also to quality.: The provision of new quarters with infrastructure is taken into account, as well as the architectural expressiveness of the facades. Last year, the Ministry of Construction of the region approved 485 applications on the architectural and urban appearance of objects. Figures and facts of 2025: The Rostov region retains its position among the leaders of housing construction — 9th place in the country in terms of housing commissioning. 2.76 million square meters were commissioned as part of the national project "Infrastructure for Life" (the regional component of "Housing"). Of these, 1.2 million were in apartment buildings, which is the 8th result in the Russian Federation. Shareholders: the problem is closed The most important achievement of the past year was the full restoration of the rights of participants in shared—equity construction. At the end of 2025, the last problematic house was commissioned in Novocherkassk. 39 families received the keys. In total, 9131 shareholders have been provided with housing during the period of work. The mechanism was launched thanks to the support of the federal center and the participation of responsible developers. 5.8 billion rubles have been allocated from the regional budget for these purposes, and the Territorial Development Fund has allocated 4.25 billion rubles. Social infrastructure and family support The target indicator for the number of families who have improved their living conditions has been exceeded (102.7%). Regional subsidies allowed to solve the housing problem of 1,27 thousand Donetsk residents. Another 634 large families received land certificates. Socially significant facilities have been put into operation, including three schools with 3,411 places in Rostov—on-Don. Special attention areas Despite the positive dynamics, a number of unresolved issues remain. The timing of the design and construction of 22 facilities has been shifted. Among the laggards are a school in the village of Temernitsky, the Shakhter stadium in Shakhty, and water supply facilities in farms. The completion of these works has been identified by the Governor as a priority for the current year.
